To date the link is assured by a Twin Otter aircraft.
The report said the government would discuss acquiring or leasing a vessel to provide a monthly crossing.
One option being considered is using the ship servicing Tokelau.
Projections showed that travel costs could be cut by about a third.
The travel time is estimated to be about nine hours.
