An Australian woman is believed to be among the dead World Central Kitchen workers.
Israel said it's conducting a thorough review at the highest levels to help understand the circumstances of the "tragic incident."
Meanwhile, the Red Cross said nearly all 1.1 million children in Gaza are at imminent risk of famine.
Families are struggling to find enough food and water, with children already dying because of malnutrition and disease.
