$1b taken from govt spending limit, cuts to public services

The Finance Minister has shaved a billion dollars off the government's spending limit with more cuts to public services. Nicola Willis said she's worked hard to avoid the mistakes of austerity budgets of the past, balancing growth with investment. She's confident about getting back to surplus by 2029, saying New Zealand must curb its borrowing.
