Govt announces measures to stop 10 - 13 yo from reoffending

On Thursday, the Government announced "circuit breaker" measures to stop 10 to 13 year-olds from reoffending. It's part of the Better Pathways package aimed at helping young offenders to re-engage with education and training. Children who offend will now have a plan put in place within 24 to 48 hours. Recently, we spoke to Shivneel Kumar whose life changed forever in 2014 because of two under-age offenders. Shivneel's father was stabbed to death in his dairy after a botched robbery. Shivneel told First Up producer Mahvash Ikram what he thinks of the Government's new initiative.
