The impact of tougher access to emergency housing

The government celebrated hitting its target of reducing the number of households in emergency housing early. But critics say homelessness is up, and its near impossible to get into emergency housing at all. RNZ political reporter Lillian Hanly looks closer at what is happening on the frontlines.
