National has announced a mammoth $31-billion infrastructure package to fix the country's transport network and the Auckland and upper North Island congestion crisis.

New leader Judith Collins announced more than half of that money would be invested in the upper north, with planned projects including a four-lane expressway from Whangarei to Tauranga, rail to the airport, and an additional harbour crossing.
She also announced a National government would repeal the Resource Management Act completely.
National's finance spokesperson, Paul Goldsmith, spoke to Māni Dunlop.
