The axe is hanging over the Marlborough Sounds salmon industry as debate begins about shifting most of the fish farms there.

If they aren't shifted, up to 50 million dollars a year and more than 100 jobs will be lost, possibly permanently, because the existing farms will have to farm fewer salmon to cut down on pollution.
