New Zealand's Gang Intelligence Centre has struggled to reduce the harm caused by organised crime because of poor leadership and bad communication.
They are the main findings from a police intelligence report completed in July last year.
Since then, there has been a change in leadership, with Kate Parkes appointed the new manager of the Gang Intelligence Centre.
Police reporter Ben Strang asked Parkes what her first priorities were when appointed to the job.
