A proposal to link up Wellington's popular cycleway network along the waterfront quays is threatening to divide the capital further, with one city councillor labelling the bike lobby "greedy".
The group Cycle Wellington argues its plan will be good for non-cyclists too because it will take the pressure off shared routes.
