Number on benefits the highest since the 1990s: Report

A report released on Wednesday morning by the Salvation Army shows more than 400,000 people were on benefits in December, the highest number since the 1990s. Lieutenant Colonel Ian Hutson spoke to Ingrid Hipkiss.
