SPCA inspectors are getting new powers to issue fines when dogs are being tied up for pro-longed periods. Associate Agriculture Minister Andrew Hoggard expects the law change to be finalised by the end of the year. SPCA scientific officer Dr Alison Vaughan spoke to Ingrid Hipkiss.
