Government changes rules on responsibility when builds go wrong

Home warranties will be mandatory for new residential builds and major renovations, while those contributing to building design work, like architects and engineers, will have to have indemnity insurance. Building and Construction Minister Chris Penk spoke to Ingrid Hipkiss.
