While the Department of Homeland Security faces a shutdown over congressional disputes regarding agent conduct, "border czar" Tom Homan announced a drawdown of federal forces in Minneapolis. 

Secretary of State Marco Rubio addressed the Munich Security Conference, where he defended strict immigration controls as a matter of national sovereignty, while urging European allies to increase their defence spending.
