Drivers are being asked to avoid Queens Drive in Lower Hutt after an incident at Queensgate Shopping Centre.
A person suffered critical injuries on Monday morning and cordons have been put in place.
Police said they were not looking for anyone else in relation to the matter.
At midday, police were still at the scene and the road remained closed. Diversions were in place.
