Members of the public are advised to avoid the area.

A worker on Manners Street said he did not see the crash but saw a man being loaded into an ambulance.

Another worker said he saw a man lying motionless on the ground surrounded by people after the collision, who put him into the recovery position.

He said a bus driver appeared to be radioing for help.

About six police officers and a double decker bus were inside a cordon on Manners Street between Cuba and Victoria streets, according to an RNZ reporter at the scene.
