Heavy rain is setting in north of Gisborne City and is likely to continue through the night but experts believe the local Hikuwai River is unlikely to breach its banks.
Up to 100 mm of rain is expected over Gisborne City and Northern Tai Rāwhiti - until about 8am tomorrow.
MetService Meteorologist Heath Gullery said rainfall could peak at 15 mm per hour this evening and early Wednesday morning.
He said more rain and showers are likely to continue throughout the region tomorrow before easing in the afternoon.
People are advised to stay on the lookout for surface flooding and slips about the region.
Civil Defence in Tairāwhiti said they are monitoring rainfall in the area but are confident the region can handle conditions overnight.
An Orange Heavy Rain Warning is in place with a low chance this could be upgraded to a Red Warning.
Tolaga Bay Civil Defence spokesperson Greg Shelton said the Hikuwai River water level is expected to reach a peak of eight metres by 4am Wednesday.
He said the river can accommodate about 13m before its banks breach.
Shelton said Civil Defence is on standby in the area and will re-examine conditions and forecasts at daybreak.
