A man whose leg swelled so large he could not lift it now has his mobility back, after a new Auckland clinic was the first to offer a surgery in NZ.

A local veterinarian says the spray and neuter campaign, which saw almost 700 dogs and cats across 19 villages desexed in 24 days, will help tackle animal overpopulation on the island.

Pulaalii Nikolao Pula and Pulu Ae Ae Jr collected 5846 of the 9771 votes, while incumbent Governor Lemanu and Lt Governor Laapui received 3925 votes.

The vote today is between the two sides that received the most votes in the gubernatorial race on 5 November.

No team received more than 50 percent of the votes, so there will be a run off election in two weeks time to elect the governor and lieutenant governor.

Polling stations opened at 6am and will close at 6pm, with results expected by midnight. The number of voters registered for the election is 15,945.
